While some races are restricted, you might only have to do a simple task to be able to create a character of that race. For example, you may simply need to PM Safraya (Hanna) asking for it.

Staff are able to have any restricted race they wish so long as they alert other staff members for permission. They still must have said charrie accepted as well as go through journeys normally.
Dragon: Need at least 6 recruits or more...
Shapeshifter: Need at least 5 recruits or more...
Zayrena: Need at least 5 recruits or more...
Elemental: Need at least 6 recruits or more...
